		<description>What is annoying me at the moment is that whenver I use the Optimise Campaign tool all it ever wants to do is increase my bids for me.  I even tested it with a $5 a click bid in a non competitive area and it didn&#039;t suggest I decrease it.  If lots of people use that tool then were all being told to increase our bids and hence an artifical bidding war.</description>
